The Student Assistance Fund For Education For Loan (SAFE LOAN) was drawn up by CHED to provide interest free student loans for 3rd, 4th, and 5th year college students enrolled in the CHED priority courses, such as BA English, BS Applied Mathematics, BS Biology, and BS Agri-Business Economics. The program aims to provide interest free loans and scholarships to poor students.
The SAFE LOAN is targeted towards graduating students who are financially challenged and are trying to finish their college studies. College students can avail as much as P8,000 loan per semester that can be repaid in 2 to 5 years after graduation.
The loan proceeds may be used for school fees, books, course projects, thesis writing, board and lodging, graduation fees, and other school related expenses. This scholarship grant from VAT aims to help the not-so-smart ones who are usually not qualified for merit scholarships.
The program supports college students as well as dropouts who cannot graduate due to financial constraints. It is intended to encourage Filipinos to get a college degree and not be satisfied with an elementary or high school education only.
The CHED is the lead implementing agency that provides the necessary administrative and technical support for the program. The program is managed by CHED in collaboration with the Office of the Presidential Assistant for Youth Affairs and the Philippine Information Agency. There were an estimated 64 HEIs that participated in the assistance program.
To qualify, the applicants must meet the following criteria
Bonafide student in a recognized CHED HEI institution
Must be in his 3rd, 4th, or 5th year of studies
Not a beneficiary of other scholarship grants of the government
Must use the amount strictly for educational expenses
Willing to comply with the program’s rules

Loan charges 6% interest per annum
A service charge of 3.5% per annum is collected
Amount due plus service charge must be paid one month before finals week
You must be enrolled in CHED Priority Courses in the HEI school. SAFE aims to address the problem on the increasing number of college dropouts due to financial difficulties. The program provides assistance to college students who are in the 3rd, 4th or graduating year through an easy, accessible, and interest free student loan program.
The loan can be used to pay for tuition, books, course projects and other educational expenses. The student loan program is expected to raise the number of Filipino graduates for the needed workforce in the country and abroad.
