The Scholarship and Financial Assistance Services is one of the administrative units under the Office of the Vice President for Student Services (OVPSS). The SFAS Citizen’s Charter provides information about the different services, requirements, procedures, fees and timelines with the objectives of improving service delivery and ensuring client satisfaction. SFAS is committed to provide access to educational opportunities in terms of scholarship and financial assistance.
The Polytechnic University of the Philippines (PUP) is a government educational institution governed by Republic Act Number 8292 known as the Higher Education Modernization Act of 1997, and its Implementing Rules and Regulations contained in the Commission on Higher Education Memorandum Circular No. 4, series 1997. PUP is one of the country’s highly competent educational institutions.
PUP is a public, non-sectarian, non-profit institution of higher learning primarily tasked with harnessing the tremendous human resources potential of the nation by improving the physical, intellectual and material well-being of the individual through higher occupational, technical and professional instruction and training in the applied arts and sciences related to the fields of commerce, business administration, and technology.
The University promotes applied research, advanced studies and progressive leadership in the stated fields. They also offer ladder-type higher vocational, distance learning (open university system), technical and professional programs in the area of business and distributive arts, education and the social sciences related to the fields of commerce, business administration and other polytechnic areas.
The University also takes steps to enrich the academic program in other fields of study and adopts a polytechnic program of education designed to provide the individual with employable skills and managerial know-how in order to make them creative, productive and self-reliant. One of the major functions of the University is research, a key component of scholarship and teaching. During the years under review, PUP received and allotted government and private funding to research.

High school graduates who have not enrolled in any technical/ diploma/ degree program immediately after high school graduation
A Philippine Educational Placement Test (PEPT) passer, eligible for admission to college with an average rating of 82 or higher in its five subject areas: Mathematics, Communication Arts (English), Science, Communication Arts (Filipino), and Araling Panlipunan
An Alternative Learning System Accreditation & Equivalency (ALS A & E) Test for Secondary Level passer, eligible for admission to college and has 100 or higher Standard Score (SS) and an essay writing proficiency level 2 or higher

Must pass the interview/ screening audition/ editorial examinations

Pay the examination fee
Present the required documents to the SFAS to secure test permit for PUPCET
Take the PUPCET on the scheduled date and time of the examination
After two days from the date of examination, visit the visit the PUP Website and fill-out the confirmation slip (SAR-F1a). Download also the SFAS F2 – 2008 form and have it printed
Take the English Placement Test (for PUPCET passer whose final grade in high school is 80% and lower)
Proceed to the respective Screening Committees
If qualified for entrance scholarship, proceed to SFAS for the validation/submission of documents
Proceed to the Office of the Student Services(co-chair, entrance Scholarship Committee for the final recommendation
Proceed to the Vice President for Student Services for approval
Upon approval of the VPSS, photocopy the route form, then download and fill–out SFAS F3-2008 & SFAS F4–2008 forms and proceed to SFAS for tagging of the account

Eligibility
No grade lower than 2.50 in any subject, a residence of at least one semester in the University, carry the normal loads prescribed by the respective curricula, of good moral character, and has not been subjected to any disciplinary action by the University.

The PUP also offers the Open University system. Distance education provides option in terms of where and when you learn. You may study independently, with the guidance of a teacher or a tutor who grades and comments on your work or you may study online, communicating with your teacher and other students in your “online” classroom.
Should the school not approve your scholarship, you may apply for a Work Study Plan or Student Assistantship instead. The university also provides financial assistance.
