To help improve the employability of an underprivileged student or a job seeker who does not have enough resources to upgrade his or her qualifications through training and further studies, the DOLE and its attached agencies offer scholarship grants to assist them in their desire to increase their chances of landing a decent job.
DOLE scholarship grants are available for the less privileged students and jobseekers who want to make themselves fit or suited to the job they desire to have. The agency sees the need to arm the students and jobseekers with the proper skills and competencies required by companies in industry sectors that are currently identified as having the most number of manpower demand.
Aside from offering training programs to help them acquire required skills and relevant experience, DOLE offer scholarship grants since not all students and jobseekers have the financial means to enroll in these programs, such as the Training for Work Scholarship Program (TWSP) and the Private Education Student Financial Assistance (PESFA) offered by the Technical Education and Skills Development Authority (TESDA).
OFWs who are members of the OWWA can take advantage of the different scholarships attached to their dependents. In the event that the scholar signifies his or her interest to pursue higher education, Tuloy Kolehiyo, an extension of TAP, shall help the student realize that goal.
You are to inquire about the scholarship grants of DOLE through TESDA, OWWA, and other government agencies. However, DOLE is actively handling their SPES program, which you can apply through PESO in your local area.
WODP Scholars
DOLE supports the Workers Organization Development Program (WODP), which serves as a mechanism in strengthening trade unions and other worker’s organizations. It provides educational opportunities to union officers and members, including their dependents. The scholarship is expected to motivate the workers towards greater productivity.
DOLE vows to continue granting the program so it can better assist the unions and their dependents in pursuing higher education. The WODP offers two types of scholarship grants, namely the Isabelo Delos Reyes (IDR) Grant and the Regular Scholarship grant that allows courses for master and bachelor degrees, technical and short term courses, and review courses for professional examinations.
The WODP Regular Scholarship is granted to officers and members of the worker’s organization for a maximum amount of P16,000 per semester for graduate studies. The IDR Grant provides dependents of officers and members of the worker’s organization a maximum of P29,000 per semester for the undergraduate studies.

The WODP Scholarship seeks to strengthen trade unionism and other workers organization by promoting their capabilities as independent and active partners in national development. It supports worker empowerment through the provision of accessible information facilities as well as training, including skills training for livelihood and educational assistance.
The applicants will be interviewed, screened, evaluated, and tested. In 2012, DOLE extended the grant to the workers dependents. The scholarship provides P3,000 monthly stipend, P2,500 for book allowance per sem, and P500 per unit cost of tuition and miscellaneous fees.
The monthly stipend and book allowance shall be released to the scholars directly, while the tuition and miscellaneous fees shall be paid directly to the school.
The WODP is a DOLW flagship program in line with the DOLE’s mandate to strengthen trade unionism and other workers organizations by promoting their capabilities as independent and active partners in the national development.
The DOLE extends coverage of the WODP scholarship grants to legitimate dependents of officers and members of locals/chapters of independent labor federations and independent unions pursuant to Department Order 20-02 on the Supplemental Guideline in Accessing WODP Funds.
