The OPAPP CHED Study Grant Program is open to authenticated or amnestied former rebel and individual members of groups who have existing peace agreements with the government or their next of kin who cannot afford to study in college due to financial constraints.
The available slots will be equitably distributed among rebel groups considering the number of the present and projected number of former rebels. Only 1 slot will be availed to the qualified former rebel or the rebels designated qualified next of kin beneficiary.
The Philippine Development Plan (PDP) mandates that the causes of armed conflict and other issues affecting the peace process shall be effectively addressed. One of the goals is to broaden the access of deserving and qualified Filipinos to higher education opportunities.
The state shall establish and maintain a system of scholarship grants, student loan programs, subsidies, and other incentives which shall be available to deserving students in both public and private schools, especially to the underprivileged.

Eligibility
Former rebels with existing peace agreement, either a high school graduate, a college or former college student or a graduating high school student at the time of application, with certification.
Next of kin beneficiary is either a high school graduate, a college or former college student or a graduating high school student at the time of application and son or daughter, parent, brother or sister, wife or husband of the former rebel.
How to apply?
Forms can be secured from the CHED and OPAPP where the applicant resides or surfaced.
Submit the accomplished application form together with the required documents to OPAPP.
OPAPP will process the applications and shall submit list of recommendees to CHED for fund allocation.
OPAPP will inform the grantees of the award granted by CHED and OPAPP.
Applicant shall claim said grants from the CHEDRO where the university or college they enrolled is located.
Requirements for the former rebel
Certification as a former rebel and a member of groups with existing peace agreement. Can be an authenticated joint validation and authentication certificate, amnesty certificate from the Department of National Defense and military authentication and Certification from the group with existing agreements that he or she is a member of the group.
Academic records. Form 138 if high school graduate, authenticated transcript of records if college, certification signed by the high school principal if currently a graduating high school student.
Requirements for the next of kin beneficiary
Certification. It can be an affidavit duly executed by the former rebel that the applicant is the next of kin, authenticated certificate of the former rebel for transfer of grant to the applicant, authenticated birth certificate if child of applicant, or marriage certificate if spouse.

The grantee must enroll immediately in the semester following the approval of his/her grant in a recognized course, preferably in a state college or university. The student must carry a full load as prescribed in the school’s approved curriculum.
The grantee is not allowed to shift course, defer, or transfer to another school without the approval of the CHEDRO Director. The student must complete the course enrolled within the prescribed duration.
