The Department of Science and Technology (DOST) is devoted to accelerating the development of science and technology for socio-economic development. The RA 10612 Junior Level Science Scholarship (JLSS) Program is given to qualified third year students who are enrolled in priority fields of engineering, basic and applied sciences, and science and mathematics teaching at identified universities and colleges.
The JLSS is a scholarship program under the Republic Act No. 7687 or the “S&T Scholarship Act of 1994,” R.A. No. 10612 or the “Fast-Tracked S&T Scholarship Act of 2013,” and the R.A. No. 2067 or the Merit Scholarship Program.”
The Department of Science and Technology – Science Education Institute (DOST-SEI) is now accepting applications for the said scholarship to enable graduates of the program to teach in secondary schools after graduation, as stipulated in the newly-passed law.
The JLSS is implemented in support of the overall goal of increasing the number of scientists and engineers that will help boost knowledge creation and economic productivity in the country. RA 10612, on the other hand, supports the execution of the K to 12 law by creating a pool of scholar-graduates that can competently teach science, technology, engineering and mathematics (STEM) in the basic education level.
Qualifiers to the program will enjoy two to three years of scholarship benefits, which include tuition subsidy, monthly stipend, book allowance, and others. Passers of the Merit Scholarship will likewise receive the same benefits except for the pro-rated monthly stipend that is based on the scholar’s socio-economic status. There are two components of this scholarship:
Project GIFTS for the Disadvantaged, RA 7687
The Republic Act No. 7687, also known as the Science and Technology Scholarship Act of 1994, provides for scholarships to talented and deserving students whose families’ socio-economic status do not exceed the set cut-off values of certain indicators.
Qualifiers must pursue fields of study in the basic sciences, engineering, other applied sciences and science and mathematics teaching. Duration of the scholarship is 4 to 5 years.
Those who qualify will be awarded tuition and school fees amounting to P10,000 per semester or P8,000 per trimestral term, book allowance, monthly stipend, clothing allowance, transportation allowance and health insurance.
School fees. Tuition and other school fees based on the Statement of Account/Bill/Official Receipt but not to exceed P6,000.00 per semester.
Book allowance. Prescribed textbooks and essential school supplies to be released as outright grant at P5,000.00 per academic year.
Transportation expenses. One economy round trip fare per academic year from permanent residence to the place of study (for those studying outside of home province). Original tickets must be submitted for reimbursement.
Clothing allowance. The cost of Physical Education uniform at P500.00 – an outright grant given during the first semester of the first year only.
Monthly living allowance. During actual study, for 10/11-month duration of an academic year.
During the summer term:
You can avail of financial assistance if you are required to enroll as per your curriculum of study:
Tuition and other school fees. Not to exceed P1,500.00
Book allowance. Not to exceed P500.00, on reimbursement basis. You must submit original receipt/s to claim this.
Living allowance. For 2 months.
Graduation allowance of P1,000.00 – an outright grant given to RA 7687 graduating scholars and Merit graduating scholars under the full category.
University of the Philippines (UP) or any state college/university or other tertiary institutions identified by CHED as Centers of Excellence and Centers of Development (COE/COD) for the DOST-SEI priority courses.
Throughout the duration of your scholarship, you shall be under the supervision and guidance of the DOST-SEI or the DOST Regional Office.

Junior Level Science Scholarships – Merit
This is a project of the Republic Act No. 2067, which is an act to integrate, coordinate, and intensify scientific and technological research and development and to foster invention, as well as to provide funds and for other purposes. Duration of the scholarship is 2 to 3 years.

Third year college students who are currently enrolled in priority science and technology courses may apply for the Junior level Science Scholarships (JLSS) Program under the new Republic Act 10612 or the “ Fast Tracked Science and Technology Scholarship Act of 2013.”
The Department of Science and Technology – Science Education Institute is now accepting applications for the said scholarship to enable graduates of the program to teach in secondary schools after graduation, as stipulated in the law.
The program seeks to address the shortage of quality teachers in Science, Technology, Engineering, and Mathematics (STEM) subjects in secondary schools. New graduates of this program will be given priority for job placement in high schools in the country or will be employed by the Department of Education in a position equivalent to a Special Science Teacher I in the Philippine Science High School.
The graduates are allowed to teach even without Licensure Examination for Teachers (LET) eligibility, but has to pass the LET within 5 years from the date of hiring.

The program hopes to fast track graduates in STEM courses, strengthen the development of valuable human resources in the emerging fields in innovation, agriculture, engineering, and other advanced fields. They want to support not just students wanting to get degrees in STEM but also those who aspire to teach in these fields.
Scholars under the RA 10612 are expected to teach STEM, ideally in their respective home regions, as their return-service. Meanwhile, graduates of the RA 7687 and Merit Programs are required to work along their fields of specialization in the country equivalent to the length of years in which they benefitted from the scholarship program.
