TESDA Online Program | Philippine Scholarship

The TESDA Online Program (TOP) is an open educational resource that aims to make technical education more accessible to Filipino citizens through the use of information and communication technologies. TOP provides an effective and efficient way to deliver technical education and skills development services to a broader audience or wide range of users and all learners at a lesser cost.


The program was created and designed for students, out-of-school youths, unemployed adults, local and overseas workers, and professionals who would like to take TESDA courses at their own pace, in their own time, and at the comfort of their desktops or laptop computers.


Because of the irregularities that happened in 2015 involving ghost scholars in training centers nationwide, a Technical Audit Team was established to visit and check 4,283 schools across the nation with registered programs under TESDA.


TESDA also created the National Inspectorate for Scholarship Program (NISP) to conduct inspection and spot checks in all technical vocational institutions in the country that are partners in implementing the scholarship programs.


Secretary Joel Villanueva launched the TESDA Online Program to bring TESDA closer to the people. The motto is, “If you can’t go to TESDA, then TESDA will go to you.” The program envisions to provide training opportunities to all the Filipinos, at their own pace, at their own time, through the online courses that would be made available through the TESDA online facility to make technical education and skills development more accessible to the citizens through the use of internet.

Filipinos on the lookout for training and jobs through the internet have helped propel the page views of the TESDA Online Program to a level high. The TOP was designed to make technical vocational education and training (TVET) more accessible to potential trainees through the use of internet technology.


TOP shattered the boundaries that hindered access to TVET because there is now the internet. Even the overseas Filipino workers, who want to specialize in a course can take the training and have a National Certificate after passing the assessment.

The students and teachers are physically separated from each other. They do not meet face to face in a physical classroom. The students undertake guided independent study of carefully selected as well as specially designed learning materials in various media, such as print, video, and multimedia.


The interaction between the teachers and the students, and among students, takes place through online tutorials in a virtual classroom. Other forms of communication between teacher and student are email, text, and teleconferencing. The final examinations are conducted either face to face at the designated learning centers, or online. All examinations are proctored.

UP Open University (UPOU) Networks is the first of its kind in the country, perhaps even in Southeast Asia. It’s certainly the first among member institutions in the Asian Association of Open Universities.


UPOU Networks is an online repository of multimedia learning materials, both open and proprietary, produced by the University. And in this day and age, when the Internet releases tons of data faster than you can say “information superhighway,” wouldn’t you like to learn from a reliable source?


Accessing networks.upou.edu.ph brings you a variety of content. UPOU Live is where lectures, symposia, research presentations, seminars, and other University events are broadcast in real time.


UPOU On Record is a collection of podcasts and other audio materials. UPOU Commons is where OERs are housed under a Creative Commons license. UPOU Mix contains learning objects in various formats and on different topics.
