The Agricultural Competitiveness Enhancement Fund (ACEF) is an ongoing loan and grant program for agriculture and fisheries. The main goal of the program is to increase the productivity and cut costs of agricultural and fisheries producers through the provision of loans to income generating and competitiveness-enhancing projects, particularly the Small and Medium Enterprises (SMEs).
The ACEF lending program provides credit to farmers and fisherfolk and their cooperatives and associations and micro and small scale enterprises, for the acquisition and establishment of production, postharvest, and processing machineries, equipment and facilities, farm inputs and improvement.
Any of the mentioned entity can avail a maximum of P5million, while the individual farmers/ fishers can avail up to a maximum of P1million. The Landbank of the Philippines (LBP) shall manage the credit facility and funds. LBP will also determine the eligibility requirements and set the required loan security or collateral and reasonable interest for the loan.

The Senate extended the validity of the ACEF under Senate Bill 2951 for another five years until 2020. Under the measure, the fund shall provide the necessary credit to farmers and fisherfolk cooperatives and associations, including micro and small scale enterprises.

Under the new measure, about 80% of the fund will be in the form of credit with minimal interest. This means that only P5million per cooperative and P1million per individual be released for the acquisition and establishment of agri-based production and post-production, processing, machineries, equipment and facilities to be at par with modern agricultural practices.
Loan beneficiaries shall carry not less than 10% of the total cost of the project, which may be in the form of capital outlay, labor, project site, facilities, equipment and salaries.
Students who plan to take courses on agriculture, fisheries, forestry or veterinary medicine can now apply for a scholarship program to the Department of Agriculture. Under the ACEF, high school students or graduates can now submit their application forms through the Regional Scholarship coordinators, State Universities and Colleges (SUCs) or Higher Education Institutions (HEIs).
In relation to Republic Act 10848 (ACEF Extension Law) ACEF Grants-In-Aid for Higher Education Program (ACEF-GIAHEP) directs the Commission on Higher Education (CHED) to implement a comprehensive and attractive scholarship program for agriculture, forestry, fisheries and veterinary medicine education. A maximum of 10 scholars is allocated per campus.
DA ACEF-GIAHEP Scholarship
The Agricultural Competitiveness Enhancement Fund-Grant-in-Aid in Higher Education Program (ACEF-GIAHEP) seeks to increase the number of graduates in higher education who are trained in the scientific habit of thought, entrepreneurial skills and technical competencies in the areas of agriculture, forestry, fisheries, veterinary medicine education and related agricultural education programs.
Graduating high school students, high school graduates, with earned units in college or passers of the Alternative Learning System (ALS) can qualify for this grants-in-aid program. Those who will enroll or currently enrolled in agriculture, fisheries, forestry or veterinary medicine courses in HEI authorized schools can avail of this ACEF scholarship program.
- Filipino citizen
- Graduating high school students; High school graduates; with earned units in college; or passer of Alternative Learning System / Philippine Educational Placement Test (ALS/PEPT)
- Will enroll or currently enrolled in recognized programs in agriculture, forestry, fisheries, veterinary medicine education and related agricultural education programs offered by duly authorized Higher Education Institutions (HEIs)
- Combined annual gross income of parents/guardians not to exceed P300,000. In exceptional cases, where income exceeds P300,000, the ACEF ExeCom shall determine the merits of the application
- Avail only one government funded financial assistance program.

- Certificate of Tax Exemption from the Bureau of Internal Revenue (BIR)
- Certificate of No Income from BIR
- Certificate of Indigency from their Barangay
- Certificate/Case Study from Department of Social Welfare and Development (DSWD)
- For children of Overseas Filipino Workers (OFW) and seafarers, a latest copy of contract or proof of income may be considered.
Tuition and school fees – P 10,000 per semester
Stipend for regular semester – P2,500 per month
Book allowance – P1,000 per semester
If summer classes
Tuition and other school fees – P3,500
Stipend – P2,500 per month
For thesis, one time grant – P15,000 for the whole course
For practicum/ on the job training (OJT) allowance, one time grant – P3,000 for the entire duration of OJT
TOSF and stipends shall be released on a semestral or trimestral basis for fund transfer to the CHED. The scholars who will graduate with distinctions will be given cash incentives of P15,000 for Summa Cum Laude, P10,000 for Magna Cum Laude and P5,000 for Cum Laude graduates.
As part of the guidelines, ACEF scholars will also be given employment opportunities in DA or in its attached bureaus and line agencies.
