The Provincial Government, through the Provincial Women’s Commission, created the Paglaum Scholarship program intended for the children of indigent parents, drug surrenderers or were victims of abuse. This P10 million tertiary scholarship program invites applicants from the Cebu province. On its launch, the Paglaum accepted 3rd year and 4th year college students who could not afford to continue their studies due to financial constraints. The next year, they accepted incoming first years.
In 2017, around 29 Paglaum scholars who were accommodated as summer job employees received P4,000 to P5,000 after Gov Hilario P. Davide III and Vice Gov Agnes Magpale handed their summer pay. The Capitol hires students during summer time from PESO or SPES with a minimum pay as provided by RA 9547.
This year, 2018, the Cebu provincial government is giving out additional 157 slots for the Paglaum scholarship grant. Considering the P10 million budget, only 500 slots were allocated for the program before. As the screening process progressed, the vice governor saw the need to accommodate more.
More students want to avail of the grant because they are those who are financially challenged but not necessarily intelligent. At present around 700 indigent students are sent by the provincial government to various colleges.
The Paglaum scholarship is just one of the programs run by the provincial government. There is also the CTEAP for top performing students.
Age 16 to 30 years upon acceptance
Not a recipient of any other public or private grants
From a family whose income is below the poverty threshold
Able to maintain a passing grade in all subjects
Preferred candidates, preferential option is given to applicants who are
Victims of any form of abuse
Human trafficking or trafficking in persons
Also, preferential option is for those people living in challenging circumstances

Copy of the applicant’s Report Card during the last school year attended
