This is a nontraditional study program with a combination of ETEEAP that seeks to enhance the professional knowledge and skills of the student through integrated industry based professional development experiences in collaboration with the Professional Regulations Commission, the Commission on Higher Education, and other government agencies.
The students and teachers are physically separated from each other. They do not meet face to face in a physical classroom. The students undertake guided independent study of carefully selected as well as specially designed learning materials in various media, such as print, video, and multimedia.
The interaction between the teachers and the students, and among students, takes place through online tutorials in a virtual classroom. Other forms of communication between teacher and student are email, text, and teleconferencing. The final examinations are conducted either face to face at the designated learning centers, or online. All examinations are proctored.

UP Open University (UPOU) Networks is the first of its kind in the country, perhaps even in Southeast Asia. It’s certainly the first among member institutions in the Asian Association of Open Universities.

UPOU On Record is a collection of podcasts and other audio materials. UPOU Commons is where OERs are housed under a Creative Commons license. UPOU Mix contains learning objects in various formats and on different topics.
