Department of Social Welfare and Development (DSWD) Educational Assistance

The Department of Social Welfare and Development (DSWD) provides educational assistance for indigent students, but offers no scholarship programs. The agency provides minimal educational assistance for indigent students who need help in addressing school related expenses. The educational assistance is part of the Assistance to Individuals in Crisis Situation (AICS) which forms part of the package of the Protective Services Program (PSP) of the DSWD.

 

DSWD provides intervention to individuals, families and communities in difficult and vulnerable situations. Under the AICS, indigent students may avail of the educational assistance by presenting their assessment form/certificate of enrolment/registration for the current school semester, validated school ID, and a barangay certificate of indigency.

 

For elementary and high school students, the educational assistance may be secured only once, and that would be every enrolment period. Indigent college students, however, may seek assistance every semester.

 

DSWD made it clear that they do not offer any scholarship program, but only educational assistance for the indigent students. It is not within the mandate of the agency to implement scholarship programs, but they can provide minimal educational assistance to help address school related expenses.

 

Aside from the DSWD Central Office, poor students nationwide may avail of the educational assistance at the different regional offices of the Department.  However, DSWD clarified that the on-site processing is only implemented by the DSWD Central Office.

How to avail of the service?

Step 1. Get a stub number and register the name with the guard on duty.

 

Step 2. Proceed to the CIU office and wait for the number to be called for screening.

 

Step 3. Interview/ assessment for the assistance needed.

 

Step 4. Recommendation/ action taken for the assistance requested.

 

Step 5. Review and approval of the Officer In Charge to the Social Worker’s recommendation for the assistance being requested by the client.

 

Step 6. Client will receive the approved assistance whether financial/ guarantee/ referral letter.

 

Step 7. Affix your signature as proof for the Disbursing Office of the assistance given to you.

Pilot implementation of on-site processing

To prevent students from being inconvenienced by having to travel to DSWD Central Office to avail of the assistance, the Department piloted its on-site processing of educational assistance to seven State Universities and Colleges (SUCs) in the National Capital Region in the first semester of 2017.

 

These were Quezon City Polytechnic University; University of Caloocan City; Colegio de Montalban; San Mateo Municipal College; University of Rizal System Rodriguez Campus; Polytechnic University of the Philippines (PUP)- QC Campus; and Valenzuela City Polytechnic College.

 

Students from these schools were noted to be regular beneficiaries of educational assistance.

On-site processing mechanics

For the on-site processing mechanism, the DSWD conducts the assessment in coordination with the Office of Students Affairs (OSA) of the target schools.  The schools’ OSA are requested to identify and submit a list of potential student-beneficiaries to the Department.

 

Indigent students who have no existing scholarship grants and those who have not availed of the educational assistance from the previous semesters are given priority.

 

Aside from the DSWD Central Office, poor students nationwide may avail of the educational assistance at the different regional offices of the Department.  However, DSWD clarified that the on-site processing is only implemented by the DSWD Central Office.

Special Grants for Solo Parents in Philippines

Any solo parent whose income falls below the poverty threshold as set by the National Economic and Development Authority (NEDA) and subject to the assessment of the DSWD worker in the area shall be eligible for assistance. A solo parent can directly inquire from the Health Services (DOH), Educational Services (CHED, TESDA), Housing (NHA), and Parental Leave (Employer, DOLE, CSC).

 

A solo parent whose income is above the poverty threshold shall enjoy only limited benefits as flexible work schedule, parental leave and others to be determined by the DSWD. A solo parent employee has the right to vary his/ her arrival and departure time without affecting the core work hours as defined by the employer.

 

There are over 20 million solo parents in the Philippines. With a growth rate of 30.5% from 2017 to 2018, the Federation of Solo Parents expects the population to upsurge this year. There are many reasons for becoming a solo parent here in the Philippines, some unfortunate, some comes with touching stories.

 

Whatever the reason is, it is important to recognize the efforts of such parents to rear their children and get through with life’s challenges. The Solo Parent ID is a government enforced ID for solo or single parents that gives them the right for specific government discounts and benefits.

 

Any single parent in the Philippines can apply for a Solo Parent ID. The RA 8972 identifies a solo parent as any individual who falls under any of the following categories:

A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender, provided that o keeps and raises the child.

 

Unmarried mother/ father who has preferred to keep and rear her/ his child/ children instead of having others care for them or give them up to a welfare institution.

 

Any other person who solely provides parental care and support to a child or children.

 

Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent.

 

A parent left solo or alone with the responsibility of parenthood due to the death of spouse, spouse is detained or is serving sentence for a criminal conviction for at least 1 year, legal separation or de facto separation from spouse for at least 1 year, declaration of nullity or annulment of marriage as decreed by a court or by a church and entrusted with the custody of the children.

 

RA 8972 or the Solo Parent’s Welfare Act provides for benefits and privileges to solo parents and their children. It aims to develop a comprehensive package of social development and welfare services for solo parents and their children to be carried out by the Department of Social Welfare and Development (DSWD) as the lead agency.

IMPLEMENTING RULES & REGULATIONS OF REPUBLIC ACT NO. 8972

 

 

CHED prioritizes solo parents and their children in scholarship programs, which include State scholarship program for high school students and graduating high school students; partial scholarship; Private Education Student Financial Assistance (PESFA); Tulong Dunong; and, Study Now, Pay Later Plan.

 

 

GSIS scholarship

GSIS to give scholarship slots to qualified dependents of PWDs, IPs, and solo or single parents. The enhanced GSP’s guidelines allotting 10% of the total program grantees for those belonging to special sectors were issued in support of the national government’s effort to raise the number of college graduates in the country.

 

Under the program, GSIS shoulders up to P20,000 of the scholars’ actual cost of tuition and miscellaneous fees per semester. In Cebu, so long as you are a person solely responsible for the upbringing of a child, you are considered a solo parent under this act. It includes those solo parents who are left to care for their children not their own, such as nephews, nieces, or godchildren.

Medical assistance for solo parents and their children, implemented by the DOH.

DSWD provides solo parents counseling, financial, emergency, medical, and burial assistance, livelihood and skills enhancement, scholarship and educational grants, legal, Philhealth assistance and temporary shelter.

Because of their impressive academic results, the Board decided to increase the number of Persons with Disability scholars, specifically students from the Philippine School for the Deaf (PSD), Philippine National School for the Blind (PNSB), and the School for the Crippled.

Maguindanao Program on Educational Assistance and Community Development (MagPEACE) scholarship program

The Maguindanao Program on Educational Assistance and Community Development (MagPEACE) scholarship program was created to reduce the illiteracy in Buluan town of Maguindanao. Under the expanded MagPEACE modalities, the scholarships are granted even to post graduates students enrolled in science and technology and law studies in renowned universities in Metro Manila, Davao City, and Palawan. The MagPEACE was launched by Mangudadatu governor to complement the normalization agenda of the government’s peace processes with the Moro National Liberation Front and the Moro Islamic Liberation Front.

 

The governor has been offering college scholarships to children of the members of the outlawed Bangsamoro Islamic Freedom Fighters as a viable solution to the poverty and underdevelopment besetting Moro communities. Many of the MagPEACE scholars are now working in government and non-government organizations involved in peace building programs in impoverished areas.

 

Unlike the original scheme, the current scholars are required to pay back the provincial government in staggered basis when they finish their studies and gain employment.

 

Lack of education results in a hostile life, which includes early marriage, juvenile delinquency, armed conflict to prosper, and teenage pregnancy. Convinced that education is the key to free the poor residents of Maguindanao from the bondage of poverty, the scholarship was created in an effort to remove Maguindanao from the list of poorest provinces in the country.

 

The MagPEACE program specifically targets indigents families. The scholars specialize in the field of agriculture, health service, and education. College-level scholars currently receive a stipend of P6,000 per semester while high school scholars receive P3,000 over an agreed period of time.

 

 

Eligibility

Must be a bonafide resident of Maguindanao

Must be a Filipino citizen

Must not be more than 25 years old at the time of application

Must be fourth year high school with a weighted average of at least 85% with no final grade lower than 82% in any subject or graduated valedictorian or salutatorian

Must be of good moral character

Must have a combined family income of P96,000 or less per year (now this has changed to P150,000)

Must comply with the documentary requirements and submit them on or before the deadline set by the Scholarship Committee

Upon submission of all the documentary requirements, must pass the interview to be conducted by the scholarship committee

Applications shall be considered for the first semester of the next academic year

Must pass the entrance exam of the preferred school

Must not be a grantee of any scholarship program other than the MagPEACE

 

 

Requirements

Scholars for both college and high school are required to maintain a general average of 82% to remain in the program.

 

 

Benefits

College level scholars receive a stipend of P6,000 per semester, while the high school scholars receive P3,000 over an agreed period of time.

 

Aside from the education benefits, the program also aims to educate grantees on the importance of the Muslim-Christian solidarity and ecumenism as vital factors needed in accelerating the attainment of peace and sustainable development in the province.

A little about Maguindanao

Maguindanao need more professionals in the field of commerce and trade. The more, the better. Maguindanao is home to tri-people, the Moros who are the Muslins, the settlers or migrants who are mostly Christians, and the Lumads or indigenous people who mostly belong to the Teduray Tribe.

 

Maguindanao is a component of the ARMM, which also covers Lanao del Sur in the central Mindanao, and the island provinces of Basilan, Sulu, and Tawi-Tawi.

 

The MagPEACE is funding the schooling of over 7,000 Muslim, Christian, and Lumad college students coming from the 36 towns of Maguindanao.

Every year the foundation accepts 40 to 60 scholars from elementary to high school enrolled in public schools only. Sponsors of the scholars get an official receipt, certificate of gratitude including the scholars name, photo and background information. Sponsors also get quarterly updates of the scholars’ school performance and other information.

 

The values formation program is the oldest among the programs and has been in operation for over 20 years. Its objective is to conduct biblical values formation classes and provide weekly meals to approximately 300 children and adults from their present 4 target communities in Palma, Aroma, Escano and Arellano.

 

With the combined efforts of CURE, local churches, and the local government, they provide an annual Christmas gift giving to anyone who wants to receive a bundle of joy that consists of food items enough to feed a small family of 5 for a day or a single individual for a week. The bundles of joy include rice, noodles, powdered milk and other canned food items.

The CURE Foundation also provides an aftercare shelter to survivors of the online exploitation activities so they can have a safe place to heal and recover from the trauma and abuse experienced from the past. The Philippines has among the highest incidences of child trafficking and sexual abuse including internet pornography.

 

The foundation provides a safe haven for girls who have been rescued out of the evils of online sex trafficking, where the kids are taught about the love of Christ, receive counseling and some life skills training, in addition to the basic food, shelter and medical care.

The foundation’s Summer Service Program for PNU Scholars delivers different programs for the out-of-school youth, such as the remedial classes for major subjects, literacy instruction for struggling readers, and the alternative learning classes.

 

PHINMA gives a stipend to high school and college students to help in their education. It is assisting 96 students in different schools. PHINMA also supports those pursuing Theological Studies.

Australia this week launched an innovative partnership with the Philippine Business for Education (PBEd) and the PHINMA Foundation, Inc to fund an undergraduate scholarship program to encourage more Filipino students to enter the teaching profession.

 

Underprivileged but outstanding high school graduates interested in pursuing a career in public school teaching will be supported through scholarships at the Philippine Normal University.

Australia’s assistance will be channelled through the PHINMA’s National Scholarship program to support PBEd’s “1,000 Teachers Program”, which aims to encourage the best and the brightest high school students to become teachers.
