Hope for Change International Student Sponsorship

Hope for Change seeks to alleviate the redundant cycle of poverty by providing opportunities for an education through sponsorship. Sponsorships are provided to students who are motivated to attain an education but who are not given the opportunity to attend school due lack of funds and financial constraints. The student sponsorship is a project that covers the needs of the students living in extreme poverty from elementary through college for the entire school year.


Hope for Change also seeks to improve adult literacy in the Philippines and break the cycle by providing literacy programs to adults needing basic, general or specialized skills instruction. The aim is to enable every adult learner the necessary basic skills of reading, writing and arithmetic.


Education is the primary focus of their work in the Philippines. They were made successful through their sponsors or donors. Using the public school system keeps the costs of sponsorship low.


The sponsorship fee provides for uniforms, school supplies, special projects, travel and family needs. Without this support many students would not be able to attend school.


Hope for Change is a non-profit humanitarian organization dedicated to eradicating the effects of hunger, illiteracy and disease ravishing impoverished communities throughout East Africa, Philippines and the Indo-Asia.


Disparities within urban areas reveal that many children lack access to schools, health care and sanitation, despite living alongside these services. The growth in population is projected to continue into the foreseeable future, threatening to further marginalizing an entire generation of impoverished children.


Due to rapid global urbanization the traditional face of poverty is no longer best represented by a child in a rural village. Nowhere is this change more evident than in the poorest urban areas of the Philippines.


Children growing up in these urban areas are increasingly worse off than those in rural regions and face greater risks from natural disasters, exploitation and HIV.


Education is the best hope for breaking the vicious cycle of poverty. Considered an inalienable right by many the barriers for entry are seemingly insurmountable for those most in need.


Currently, there is an estimated 1 million adolescent children out-of-school in the Philippines. That number sharply increases when accounting for secondary level students whose educational aspirations are often sidelined by the potential income that could be earned by entering the workforce.

Combined the life skills necessary to fight poverty and prevent diseases, Hope for Change believes that education provides a way forward.


Several current and former sponsorship students created an outreach project to connect with children in a nearby squatter village. They organized an empowering event in which they taught songs, performed skits and fed over 60 children!


Each of the sponsored students suffers extreme hardships yet they looked past their own needs in order to reach out to others worse off. Sponsorship made a difference in their lives.

The Cebu International School (CIS) scholarship program offers the International Baccalaureate Diploma Program (IBDP). By offering 2 types of scholarships each year for students who could not otherwise afford to attend. The student may apply for an extension if there are major life events that would prevent him/ her from completing the program in 2 years. An example of this type of catastrophic even is an extended period of hospitalization.

Island Kids Learning Center Cagayan

The founder of the Phil Island Kids International Foundation Inc, a Swiss national Thomas Oliver Kellenberger, initiated the learning center in 2007 with the aim of giving free education to the poor Filipino children. Kellenberger was a police officer in Switzerland when he decided to quit and relocated in Cagayan de Oro City to focus on helping the impoverished lot. Travelling to the Philippines exposed him to the extent of poverty in the country.


The foundation set up the Island kids Community Learning Center to help the families living in the dumpsite of Cagayan de Oro City. Aside from convincing their families of the necessity of education for their children, one of the greatest challenges come from chasing the children who run away from the, going back to the streets or to the dumpsites.


The foundation also gives college scholarships and partnered with the Department of Education in facilitating their education as they have grown to a school population.


IKP to date, provides elementary and vocational education at the learning center under the supervision of the Department of Education. After completing elementary education, the children are sent to public high schools and eventually to college or universities.


Older children without any formation education attend classes at the Alternative Learning System (ALS), which is also offered at the Community Learning Center. Through the ALS, these students are able to accomplish their basic education in a shorter period of time and in a class setting suitable for their age group.



The founder

Thomas Oliver Kellenberger was an ordinary policeman in Switzerland, but not to the children working in the garbage dumps in Cagayan de Oro. Kellenberger, 27, quit his job to relocate to the Philippines March of 2010, where he worked fulltime in the love of his life, which is a foundation helping scavenger children and out-of-school kids and their families.


Kellenberger founded the Island Kids Philippines Foundation in 2007, after an ordinary tourism trip with a Filipino friend opened his eyes to the poverty in Mindanao.


He said he had read or saw on television the poverty in the Philippines, but while in Cagayan de Oro, “on the third day of my stay, something happened to me, something very emotional so that after this, everything would change.”


“We passed by car through a dumpsite, and I was not thinking anymore about white beaches or touristic things. From this time on, I was interested in this poverty.”


A day after, Kellenberger’s group went to Camiguin island where another incident occurred. They encountered Tanya (then 10-years-old), who was diving at the Camiguin wharf for coins thrown into the sea by tourists.


Kellenberger had given a sum of money to Tanya to buy bottled water, and when the child took long to return, his friends had assumed she had run off with the money. But Tanya did return with the water and the change, and her honesty had impressed him very much.


Added Kellenberger: “It came to my mind to build up a foundation. It was strange for me, but I knew exactly what to do, it would have been God’s purpose for me.”


The policeman in Bern, then 24, started his foundation by sending 4 kids working in the garbage dumps to school.


Three years after, the Island Kids Foundation supports more than 70 children and their families. The kids attend day school or day-care centers. The mothers are taught to read and write by volunteers and to add income for their families, to sew handbags made from used fruit juice packs.

In addition, the foundation plans to buy 14 hectares of farmland in Bukidnon for Dapit nga Kapuy-an (A Place To Stay), a resettlement project for 90 families who are using the garbage dumpsites to earn a living.


Working the police shift here in Bern and attending to his foundation in the Philippines naturally took a toll on Kellenberger’s health. Sometimes after ending a shift at midnight, he still needed to stay up if he wanted to chat with his “children” in Cagayan, 7 hours ahead in time zone.


“He was successful with his police work, but he was also successful with his Island Kids Philippines work. He could not do the 2 anymore, it got too much and so he had to decide,” said Kellenberger’s father, also named Thomas, a supermarket manager.


His father added, “Of course, we understood that in his heart, he wanted to go to his ‘children’ (beneficiaries in Cagayan de Oro).  For me, it was no problem, just to accept it.” When Kellenberger leaves for the Philippines, he will leave behind a group of volunteers headed by his mother, Ruth Kellenberger, who is the foundation’s vice-president.


His family and his friends are all proud of him, and support his decision to work fulltime in the Philippines. He meanwhile says he will visit Bern once a year to help stage the periodic benefit events for the foundation and to report personally to the foundation donors and supporters. The team, meanwhile, operates a website (www.islandkids.ch), where updates on Kellenber’s work in the Philippines will be posted.



At present

Since January 2015, IKP, in partnership with the Technical Education and Skills Development Authority (TESDA) and the local government of Cagayan de Oro City (CDOC), has also been offering vocational skills trainings such as sewing/dressmaking, baking, electrical, plumbing, computer hardware repair, engine-tune-up, etc., to young adults and adults from the waste-picker community.


IKP hopes that the education it provides to children and the vocational courses for adults will one day empower the beneficiaries, and through them, their families, and eventually the entire waste-picker community in CDOC.

Department of Social Welfare and Development (DSWD) Educational Assistance

The Department of Social Welfare and Development (DSWD) provides educational assistance for indigent students, but offers no scholarship programs. The agency provides minimal educational assistance for indigent students who need help in addressing school related expenses. The educational assistance is part of the Assistance to Individuals in Crisis Situation (AICS) which forms part of the package of the Protective Services Program (PSP) of the DSWD.


DSWD provides intervention to individuals, families and communities in difficult and vulnerable situations. Under the AICS, indigent students may avail of the educational assistance by presenting their assessment form/certificate of enrolment/registration for the current school semester, validated school ID, and a barangay certificate of indigency.


For elementary and high school students, the educational assistance may be secured only once, and that would be every enrolment period. Indigent college students, however, may seek assistance every semester.


DSWD made it clear that they do not offer any scholarship program, but only educational assistance for the indigent students. It is not within the mandate of the agency to implement scholarship programs, but they can provide minimal educational assistance to help address school related expenses.


Aside from the DSWD Central Office, poor students nationwide may avail of the educational assistance at the different regional offices of the Department.  However, DSWD clarified that the on-site processing is only implemented by the DSWD Central Office.

Step 5. Review and approval of the Officer In Charge to the Social Worker’s recommendation for the assistance being requested by the client.


Step 6. Client will receive the approved assistance whether financial/ guarantee/ referral letter.


Step 7. Affix your signature as proof for the Disbursing Office of the assistance given to you.

Pilot implementation of on-site processing

To prevent students from being inconvenienced by having to travel to DSWD Central Office to avail of the assistance, the Department piloted its on-site processing of educational assistance to seven State Universities and Colleges (SUCs) in the National Capital Region in the first semester of 2017.


These were Quezon City Polytechnic University; University of Caloocan City; Colegio de Montalban; San Mateo Municipal College; University of Rizal System Rodriguez Campus; Polytechnic University of the Philippines (PUP)- QC Campus; and Valenzuela City Polytechnic College.


Students from these schools were noted to be regular beneficiaries of educational assistance.

On-site processing mechanics

For the on-site processing mechanism, the DSWD conducts the assessment in coordination with the Office of Students Affairs (OSA) of the target schools.  The schools’ OSA are requested to identify and submit a list of potential student-beneficiaries to the Department.


Indigent students who have no existing scholarship grants and those who have not availed of the educational assistance from the previous semesters are given priority.


Aside from the DSWD Central Office, poor students nationwide may avail of the educational assistance at the different regional offices of the Department.  However, DSWD clarified that the on-site processing is only implemented by the DSWD Central Office.


The Department of Social Welfare and Development (DSWD) has clarified that it does not offer scholarships but instead provides educational assistance to poor Filipino students.

Special Grants for Solo Parents in Philippines

Any solo parent whose income falls below the poverty threshold as set by the National Economic and Development Authority (NEDA) and subject to the assessment of the DSWD worker in the area shall be eligible for assistance. A solo parent can directly inquire from the Health Services (DOH), Educational Services (CHED, TESDA), Housing (NHA), and Parental Leave (Employer, DOLE, CSC).


A solo parent whose income is above the poverty threshold shall enjoy only limited benefits as flexible work schedule, parental leave and others to be determined by the DSWD. A solo parent employee has the right to vary his/ her arrival and departure time without affecting the core work hours as defined by the employer.


There are over 20 million solo parents in the Philippines. With a growth rate of 30.5% from 2017 to 2018, the Federation of Solo Parents expects the population to upsurge this year. There are many reasons for becoming a solo parent here in the Philippines, some unfortunate, some comes with touching stories.


Whatever the reason is, it is important to recognize the efforts of such parents to rear their children and get through with life’s challenges. The Solo Parent ID is a government enforced ID for solo or single parents that gives them the right for specific government discounts and benefits.


Any single parent in the Philippines can apply for a Solo Parent ID. The RA 8972 identifies a solo parent as any individual who falls under any of the following categories:

A woman who gives birth as a result of rape and other crimes against chastity even without a final conviction of the offender, provided that o keeps and raises the child.


Unmarried mother/ father who has preferred to keep and rear her/ his child/ children instead of having others care for them or give them up to a welfare institution.


Any other person who solely provides parental care and support to a child or children.


Any family member who assumes the responsibility of head of family as a result of the death, abandonment, disappearance or prolonged absence of the parents or solo parent.


A parent left solo or alone with the responsibility of parenthood due to the death of spouse, spouse is detained or is serving sentence for a criminal conviction for at least 1 year, legal separation or de facto separation from spouse for at least 1 year, declaration of nullity or annulment of marriage as decreed by a court or by a church and entrusted with the custody of the children.


RA 8972 or the Solo Parent’s Welfare Act provides for benefits and privileges to solo parents and their children. It aims to develop a comprehensive package of social development and welfare services for solo parents and their children to be carried out by the Department of Social Welfare and Development (DSWD) as the lead agency.

CHED prioritizes solo parents and their children in scholarship programs, which include State scholarship program for high school students and graduating high school students; partial scholarship; Private Education Student Financial Assistance (PESFA); Tulong Dunong; and, Study Now, Pay Later Plan.



GSIS scholarship

GSIS to give scholarship slots to qualified dependents of PWDs, IPs, and solo or single parents. The enhanced GSP’s guidelines allotting 10% of the total program grantees for those belonging to special sectors were issued in support of the national government’s effort to raise the number of college graduates in the country.


Under the program, GSIS shoulders up to P20,000 of the scholars’ actual cost of tuition and miscellaneous fees per semester. In Cebu, so long as you are a person solely responsible for the upbringing of a child, you are considered a solo parent under this act. It includes those solo parents who are left to care for their children not their own, such as nephews, nieces, or godchildren.

The foundation provides extensive services and resources to the students and their families so as to remove the barriers that generally prevent the students to succeed in their studies.


Parents also have weekly meetings where they receive parenting tips from the program coordinator, who also conducts home visits. Through their weekly meetings, they promote values formation according to the biblical standards.


Every year the foundation accepts 40 to 60 scholars from elementary to high school enrolled in public schools only. Sponsors of the scholars get an official receipt, certificate of gratitude including the scholars name, photo and background information. Sponsors also get quarterly updates of the scholars’ school performance and other information.


The values formation program is the oldest among the programs and has been in operation for over 20 years. Its objective is to conduct biblical values formation classes and provide weekly meals to approximately 300 children and adults from their present 4 target communities in Palma, Aroma, Escano and Arellano.


With the combined efforts of CURE, local churches, and the local government, they provide an annual Christmas gift giving to anyone who wants to receive a bundle of joy that consists of food items enough to feed a small family of 5 for a day or a single individual for a week. The bundles of joy include rice, noodles, powdered milk and other canned food items.

The CURE Foundation also provides an aftercare shelter to survivors of the online exploitation activities so they can have a safe place to heal and recover from the trauma and abuse experienced from the past. The Philippines has among the highest incidences of child trafficking and sexual abuse including internet pornography.


The foundation provides a safe haven for girls who have been rescued out of the evils of online sex trafficking, where the kids are taught about the love of Christ, receive counseling and some life skills training, in addition to the basic food, shelter and medical care.

Tulong Aral Ng Petron

The Tulong Aral ng Petron is a long tern and strategic initiativeprogram undertaken by the Petron Foundation that aims to secure a better future for the country’s less privileged children by giving them the chance to get into school, keeping them there, keeping them well, and making sure they learn. The program started in 2002 to give the students the opportunity to complete elementary education, but as the demand arises, it has provided scholarships to those students who are performing well in high school and college scholarships and financial assistance.


With a mandate to fuel hope for the less privileged, the Petron Foundation Inc. (PFI), envision its education programs as a system wide and sustainable business solution to the country’s social problems, in particular, poverty. The Petron Foundation is building the Petron Schools to give children access to venues for learning, especially in the most remote or conflict afflicted areas in the Philippines.


The Tulong Aral ng Petron programs supports elementary, high school, college, and technical – vocational scholarship programs. Furthermore, they also have Reading Programs and Youth Entrepreneurship & Skills Training Program.


The company takes a step further by initiating the entrepreneurial education and development program, which seeks to develop the Filipino youth to become wealth creators. By leveraging on Petron’s competencies, the company can help enhance the current high school curriculum on entrepreneurship, give them opportunities for employment and, in the long term, guide them to become entrepreneurs.


The Tulong Aral ng Petron sends over 6,000 children from indigent communities to public elementary schools, under the Department of Social Welfare and Development (DSWD) kapit Bisig Laban sa Kahirapan program.

Senator Alan Cayetano Scholarship and educational assistance

Senator Alan believes that to effectively fight corruption and strive for good governance, Filipinos must be empowered through education. Since 2007, the senator has been providing educational assistance to deserving students in all levels, from elementary to college, in cooperation with the Department of Social Welfare and Development (DSWD) and the Commission on Higher Education (CHED).


In 2014, there were about 6,350 high school students who earned the educational assistance program of the Senator Alan Peter Cayetano. The scholarship covers the tuition and other miscellaneous fees on the first year.


Education officials estimate more graduating high school students will benefit from the Cayetano Law. Access to quality education is a right, not a privilege, even at the tertiary level. The Senator seeks to provide Filipino families, especially the poor, the kind of education that would make their lives better.


Many of the students looking scholarship and help from Senator Alan Cayetano complained that this scholarship may not be current at all. Our team has no idea about this, but one thing for sure, they were not replying to emails.  One of the students said that the office of Senator Alan Cayetano does not even know about this. (Feedback from students as of 2018)
